从上世纪90年代以来,我国逐步建立起了社会统筹和个人账户相结合的,具有中国特色的基本养老保险制度。经过十多年的运行。这一制度在解决企业职工的老年生活保障。促进社会公平和谐等方面的作用已经得到广泛认同。但由于面临着人口老龄化、农村城镇化和就业方式多样化的三大挑战,以及制度本身在设计中存在的一些缺陷,目前基本养老保险制度暴露出诸多亟待解决的问题。
