国有企业是推进国家现代化、保障人民共同利益的重要力量。做大做强国有企业,最关键的是深化改革、推进制度建设。对央企的巡视,要在发现问题的基础上,充分挖掘成果,抽象提炼,找出普遍性问题,促进企业的管理、改革、发展和开放,真正巩固党的执政之基。国有企业不全面深化改革,就没有出路。党中央高度重视深化国有企业改革,党的十八届三中全会决定对此作出部署,国务院也专门成立了国有企业改革领导小组,协调推进各项改革措施的落实。但是

To deepen and strengthen state-owned enterprises, the most crucial thing is to deepen the reform and promote the system construction. To conduct inspections of central enterprises, we should fully tap the fruits of the problems, abstract them, identify the problems of universality, promote the management, reform, development and opening up of the enterprises and truly consolidate the foundation of the party’s governance. If state-owned enterprises do not fully deepen the reform, there will be no way out. The CPC Central Committee attached great importance to deepening the reform of state-owned enterprises. The Third Plenary Session of the 18th CPC Central Committee decided to make arrangements for this. The State Council has also set up a special leading group for the reform of state-owned enterprises to coordinate the implementation of various reform measures. but
