企业内部推行承包经济责任制是完善企业经营机制,全面提高企业素质,增强企业活力的有效途径。1988年以来,包钢立志改革,大胆创新,实行了以参浮工资为主线的承包经济责任制,在各项生产经营活动中发挥了重要作用,促进了包钢的发展。三年来,钢铁产量分别以年平均11.56%和10.53%的幅度增长,于1990年跨上了双250万吨的新台阶,实现利税累计为12.31亿元,年平均递增41.76%。
