目前“三农”问题突出 ,城乡差距进一步拉大。政府应重视公平 ,统筹城乡经济协调发展。具体措施是 :调整现行区划 ,发挥城市带动作用 ;完善城市功能 ,大力推动农村城镇化进程 ;城乡互促 ,同步推进工业化和农业产业化 ;扩大就业 ,把发展职业教育放在突出的地位 ;统一城乡税制 ,深化农村税费改革 ,减轻农民负担 ;改革现行户籍制度、就业制度、医疗保险制度和土地使用制度等 ,实施公民待遇 ,完善劳动力市场 ;大力发展和扶持非国有经济。
