《全国碘缺乏病防治监测方案》(草案)审定会于1996年1月17日~19日在河南省洛阳市召开。由卫生和盐业部门有关碘缺乏病防治监测管理和专业技术人员组成的方案审定专家工作组成员共计20人出席了会议。此次会议得到了卫生部全地办、河南省卫生厅以及洛阳市政府的高度重视。全地办陈吉祥副主任、候培森副处长,河南省卫生厅张泽书副厅长等领导同志亲临会议指导。会议由中国地方病防治研究中心张政副主任主持。与会人员首先听取了全地办陈吉祥副主任所作的《关于监测工作重要性和做好监测方案制定工作的几点意见》的讲话。他在讲话中对如何做好此次方案审定工作提出了具体意见和要求:第一,此次制定的方案是我国卫生部门开展碘缺乏病防治监测工作所依照的方案,不作对碘盐的执法监督方案;第二,要注重科学性与可行性相结合;第三,尽可能与国际有关规范接轨;第四,监测工作要面向防治实践,应有助于推动“达标”进程;第五,认真借鉴1995年方案
“National Iodine Deficiency Disease Prevention and Control Program” (Draft) validation will be January 17, 1996 to 19, held in Luoyang City, Henan Province. A total of 20 members of the Working Group of Experts on Program Accreditation, comprising the management and professional technicians for the prevention and control of iodine deficiency disorders in the health and salt sector, attended the meeting. The meeting has been the Department of Health Office of the whole province, Henan Provincial Health Department and the Luoyang municipal government attaches great importance. Chen Jiuxiang, deputy director of the Office of the entire region, Deputy Director Pei Peisen, deputy director of Health Bureau of Henan Ze Zhang Ze and other leading comrades in person to guide the meeting. The meeting was presided over by Zhang Zheng, deputy director of the China endemic disease prevention and control research center. Participants first listened to the speech made by Deputy Director Chen Jixiang of the TCDC about “the importance of monitoring work and making a few comments on the formulation of the monitoring plan.” In his speech, he put forward specific opinions and requirements on how to do this work on the validation of the plan. First, the plan formulated this time is a plan to carry out monitoring work on prevention and treatment of iodine deficiency disorders in our country’s health sector, without enforcement of iodized salt Second, attention should be paid to the combination of science and feasibility; Third, as much as possible, international standards should be followed; Fourth, monitoring should be directed at prevention and control practices and should help promote the “compliance” process; Fifth, conscientiously learn from the 1995 plan
