公民有序的政治参与对于实现公共政策过程的社会化,保证决策的科学化、民主化,培养公民的主体意识和政治认同感具有非常重要的意义。从公共政策制定过程中的政策合法化内涵界定着手,分别描述了不同类型政策合法化的过程,从中总结出当前我国政策合法化过程中民众参与存在的主要问题,主要表现在民众参与整个公共政策过程的渠道较少、公民整体文化素质水平较低、基层民主和政策的合法化机制不够完善以及公民有组织的参与程度较低等方面,需要我们进一步转变观念,树立社会主义民主观念、进一步拓宽公民参与渠道、提高决策透明度、进一步扩大基层直接民主、推动国家直接民主、进一步完善社会主义法治机制、提高公民法治意识、努力营造适宜的政治环境,从而保障民众参与政策合法化的权利。
Citizens’ orderly participation in politics is very important for realizing the socialization of the public policy process, ensuring scientific decision-making, democratization and cultivating the citizen’s sense of subject and political identity. Starting with defining the connotation of policy legitimacy in the process of public policy making, the process of legalizing different types of policies is described respectively. The main problems of the public participation in the legalization of our country are summarized. The main problems are that the public participate in the entire public policy There are fewer channels for the process, the lower level of the overall cultural quality of citizens, the imperfect legalization mechanism of grassroots democracy and policies, and the low level of citizens’ organized participation. Therefore, we need to further change our concepts, establish the concept of socialist democracy and further broaden Citizens should participate in the channels to enhance the transparency of decision-making, further expand grassroots direct democracy, promote direct democracy in the country, further improve the socialist rule of law mechanism, raise citizens’ awareness of the rule of law, and strive to create a suitable political environment so as to safeguard the people’s right to participate in the legalization of policies.
