湖北省委、省政府出台《关于加快发展城镇集体工业的决定》,决定中提出,在清产核资和资产评估的基础上,按照以下原则界定城镇集体工业企业财产所有权归属:1、国家投资和投资收益形戍的资产,其产权归国家所有;2、城镇集体企业联合经济组织投资和投资收益形成的资产,其产权归该联合经济组织范围内的劳动群众集体所有;3、集体企业在发展过程中,使用银行贷款、国家借款等借贷资金形戍的资产,国有企业只提供担保的,不界定为国有资产;4、其他法人投资和投资
The Hubei Provincial Party Committee and Provincial Government promulgated the “Decision on Accelerating the Development of Collective Industries in Cities and Towns.” In the decision, on the basis of clearing capital verification and assets appraisal, the ownership of the property rights of collectively-owned urban industrial enterprises was defined according to the following principles: 1. State investment and Assets of investment-reforming assets are owned by the state; 2. Assets formed by investment and investment income of joint-ventures of urban collective enterprises are owned by the working people within the scope of the joint economic organization; 3. Collective enterprises are developing. In the process, bank loans, state borrowings and other assets that are borrowed and funded are used.
