当前,各级各类学校大胆进行内部管理体制改革,积极尝试校内教师聘任制,从中积累了宝贵的工作经验,但同时也感受到了校内聘任制存在的种种局限。改革开放以来的第三次全教会明确提出了“引入竞争机制,完善教师职务聘任制”的英明决策,为各地的实践提供了政策依据。本文拟从审视当前校内教师聘任制优与劣的角度,提出区域性教师聘任制的构想,并分析其可能产生的积极意义,作为一种探索,以供同行论证。
At present, various types of schools at all levels boldly carry out the reform of the internal management system and actively try out the appointment system for teachers in the university. They have accumulated valuable work experience, but they also feel the limitations of the appointment system in schools. The Third Plenary Session since the reform and opening up clearly set forth the wise decision of “introducing a competition mechanism and improving the appointment system for teachers' posts”, which provides a policy basis for the practice in various places. In this paper, from the perspective of examining the current system of appointment and disqualification of teachers in schools, this paper proposes the concept of regional teacher appointment system and analyzes its possible positive significance as an exploration for peer demonstration.
