人力资源的战略规划与管理从形式和观念上已经有了现代人力资源管理的基本框架。改善人力资源管理,实现人力资源与战略目标的统一充分,发挥人力资源的使用效益成为人力资源改革的重要课题。人力资源战略是在事业单位总体战略指导下制定的事业单位人力资源发展的战略,包括事业单位人力资源的使命和价值观,人力资源发展的目标、方向、方针与政策等。人力资源规划是在人力资源战略基础上对事业单位未来人才的需要、供给,培养与选拔方式进行科学、整体的预测和规划,它是事业单位人力资源管理其他职能的基础。
The strategic planning and management of human resources already have the basic framework of modern human resource management from the aspects of form and concept. Improving human resources management, realizing the unification of human resources and strategic objectives and exerting the efficiency of using human resources have become important topics for the reform of human resources. Human resource strategy is the strategy of human resource development in public institutions under the overall strategic guidance of public institutions, including the mission and values of human resources in public institutions, the goals, directions, guidelines and policies of human resources development. Human resource planning is a scientific and overall forecast and planning of the needs, supply, training and selection of future talents in public institutions on the basis of human resources strategy. It is the basis of other functions of human resources management in public institutions.
