从党的十六大把“社会更加和谐”列为建设小康社会的重要目标,到党的十六届四中全会把“提高构建社会主义和谐社会的能力”作为党执政能力的重要方面,到中央经济工作会议把“以人为本,努力构建社会主义和谐社会”作为2005年工作的一个重点,再到最近中央举办以“提高构建社会主义和谐社会的能力”为专题的省部级主要领导干部研讨班,这一切都昭示着中央对建设和谐社会高度重视,正致力于从实践层面大力推进。
