本文提出以科学发展观指导黄河资源综合开发和利用,在重视社会效益,生态效益的前提下,搞好供水,水力发电项目的滚动开发,实现黄河综合治理与开发社会效益最大化。
This paper proposes to guide the comprehensive development and utilization of resources of the Yellow River with the scientific outlook on development. Under the precondition of emphasizing social benefits and ecological benefits, we should do a good job of rolling development of water supply and hydropower projects to maximize the social benefits of comprehensive treatment and development of the Yellow River.
