党的十八大报告提出:“以增强党性、提高素质为重点,加强和改进党员队伍教育管理,健全党员立足岗位创先争优长效机制,推动广大党员发挥先锋模范作用。严格党内组织生活,健全党员党性定期分析、民主评议等制度。健全党员能进能出机制,优化党员队伍结构。”2013年,中央办公厅印发的《关于加强新形势下发展党员和党员管理工作的意见》明确提出:“及时处置不合格党员,健全党员能进能出机制,使党员队伍更加纯洁。”
