当前,随着地方人事制度的改革,一批年轻有为的干部充实到专武干部队伍中来。他们年纪轻,热情高,干劲足,为专武干部队伍增添了生机和活力,大大改善了专武干部队伍的年龄结构和知识结构。但由于他们经历各异,知识结构和开展武装工作的能力有很大差距。在专武干部调整中有时出现“出去了内行,进来了外行”的现象,有的虽干“兵”的工作,但“兵味”不浓,不熟悉民兵工作,甚至不懂民兵整组、民兵训练、民兵政治教育、征兵等大项活动的基本常识和套路,更欠缺方法和技巧。
