财政赤字就是政府的预算支出超过了预算收入,使预算不能维持平衡,出现逆差。由于簿记的惯例,入不敷出的差额往往用红色字表示,因此称为赤字。赤字财政是现代资产阶级的财政学说,它认为国家预算收支不必平衡,应扩大国家支出来刺激国内投资增长、扩大消费以支持经济发展。它实际上是为帝国主义的扩军备战政策服务,企图通过预算赤字来扩大军事定货,保证垄断资本利润。
The fiscal deficit is that the government’s budget expenditures exceed the budgeted income so that the budget can not be maintained in balance and a deficit occurs. Due to the practice of bookkeeping, shortfalls are often denominated in red and are therefore called deficits. The fiscal deficit is a fiscal doctrine of the modern bourgeoisie. It does not think the balance of state budget revenue and expenditure needs to be expanded. National spending should be expanded to stimulate domestic investment growth and expand consumption to support economic development. It actually serves imperialist arms expansion and preparation policy in an attempt to expand military orders through a budget deficit and ensure the monopoly capital gains.
