循环经济是一种以资源的高效利用和循环利用为核心,以“减量化、资源化、无害化”(3R)为原则,以低消耗、低排放、高效率为基本特征,符合可持续发展理念的经济增长模式。目前,我们正处于环境污染与生态破坏十分严重的时期,具体表现在主要污染物排放强度大、总量大,远远超过环境自净能力,而且我国生态环境面临着边建设、边破坏的局面,生态破坏范围在扩大。因此,为了落实科学发展观、建设和谐社会。实现经济可持续发展,发展循环经济刻不容缓。
