1986年,全省的水保工作在“提高质量、狠抓实效、严格管理、巩固发展”的思想指导下,着重狠抓了如下几方面的工作: 一、进一步落实完善以户承包治理小流域工作。本着“大稳定、小调整、慎重发展、巩固提高”的精神,全省各级抽出了大批干部,对户包工作进行了全面普查。经普查落实,全省小流域承包治理户由687740户下降为409031户,减少40.5％;承包户治理面积由1988.22万亩下降为1727.89万亩,减少13.1％。1986年承包户治理面积占总治理面积48.8％。
In 1986, under the guidance of the ideology of “improving quality, paying close attention to actual results, strictly managing and consolidating development”, the province’s water conservancy work focused on the following aspects: First, to further improve the contractual management of small watershed jobs. In line with the spirit of “major stability, minor readjustment, prudent development, and consolidation and improvement”, a large number of cadres at all levels in the province have been drawn out and a comprehensive survey of household package work has been carried out. After the census was implemented, the contracted households in small watersheds in the whole province dropped from 687,740 to 409,031, down by 40.5%; the contracted household area dropped from 1,982,200 mu to 17,278,900 mu, a decrease of 13.1%. In 1986, contracted households accounted for 48.8% of the total area under management.
