作为联邦国家的加拿大,向来注重民主与法制,而这种传统也渗透在中小学布局调整的整个过程中。一些城市边缘和偏远农村地区的中小学由于入学人数、学校教育效益的下降,使得教育管理者不得不采取对策来解决这个问题。然而,中小学布局调整的过程是复杂的,它不是简单的位移,而是教育各方相互制衡的过程。加拿大以完备的法规和公正的程序使学校布局调整达到了经济目标与教育目标的统一,这为我国完善农村学校布局调整的进程提供了有益的经验。
As a federal country, Canada has always attached great importance to democracy and the rule of law. This tradition permeates the whole process of the adjustment of primary and secondary schools. Some urban primary schools and primary and middle schools in remote rural areas have forced education administrators to take measures to solve this problem due to the number of students enrolled and the decline in the effectiveness of school education. However, the process of adjusting the layout of primary and secondary schools is complicated. It is not a simple displacement but a process of educating all parties to check and balance each other. With the complete laws and regulations and fair procedures, Canada has achieved the unification of economic goals and educational goals through the adjustment of school layout. This has provided useful experiences for improving the process of rural school layout adjustment in our country.
