治国经邦,人才为先。欠发达地区处于人才竞争明显的不利地位,只有奋起直追,才有可能在激烈的竞争中站稳脚跟、赢得主动,争得一席之地。做好人才工作,经济实力是基础,机制环境是关键。欠发达地区实施人才强市战略,必须依靠强有力的组织措施,引导经济主体和社会大众尊重知识、尊重人才,形成有利于人才成长的机制和环境,产生人才集聚的“洼地”效应,才能提升竞争力,实现欠发达地区经济社会的跨越式发展。
