保康县地处鄂西北,属全省37个贫困山区县之一。偏僻的区域位置,恶劣的自然条件,脆弱的经济基础,有限的社会发育程度,严重阻碍着农村经济的发展。在当前全国要小康,十四大进一步提出发展要加快的新形势下,如何扬山区自然优势之长,避山区闭塞落后之短,捕捉机遇,发展自己,走出一条具有山区特色的小康之路?我认为,应着力四个突破,推进山区 Baokang County is located in northwest Hubei Province, belonging to one of 37 poverty-stricken mountain counties in the province.
