本文从历史角度考察了新民主主义文化观的产生、形成和发展。认为它产生于＂五四运动＂前后激进知识分子对传统文化的法难，经过＂科玄之争＂，反对＂全盘西化论＂和对＂中国本位文化＂的回应，形成了民族的、科学的、大众的文化，即新民主主义文化。由历史经验得出：中国进行社会主义文化建设，要综合民族特色和时代精神。
This article examines the emergence, formation and development of the new democratic cultural concept from the historical perspective. It argues that it arose from the prejudice against the traditional culture by the radical intellectuals before and after the “May 4th Movement.” After the “dispute over science and technology,” the opposition to “total westernization,” and the response to “China-based culture,” the formation of the nationality and science The popular culture, that is, the new democratic culture. From historical experience, we can see that China must comprehensively integrate its national characteristics with the spirit of the times in its socialist cultural construction.
