Mr. Baotai Li, Senior Advisor, East Asia and Pacific Region, World Bank, and World Bank Response to the Asian Financial Crisis The World Bank’s Beijing office in China was interviewed by reporters. Mr. Berthelli said that unlike many crises in the past in developing countries, the root cause of the crisis in East Asia was not over-expenditure or over-consumption in the public sector. Over the past few years, the total fiscal balance in Indonesia, Malaysia, Thailand, the Philippines and South Korea has been a surplus or only a small deficit. Overall, with the exception of the Philippines, the savings and investment rates in the other five countries all exceed 30% of GDP, inflation is low and in many cases declines
