《国务院关于开展新型农村社会养老保险试点的指导意见》实施后,莆田市荔城区作为全国10%试点县区之一进行了有效的运作。2011年7月新型农村社会养老保险制度在全市全覆盖,同时城镇居民养老保险在荔城、涵江、秀屿启动。2012年1月城镇居民养老保险覆盖仙游县与城厢区。至此,莆田市真正实现人人享有基本养老保障的目标。一、试点以来的工作成效莆田市城乡居民养老保险(以下简称居民保)工作在市委市政府的统一部署下,经过有关部门的精心组织及不懈的努力,工作取得一定成效,表现在:
