一、现状分析.我国高等院校培训秘书,始于八十年代.1981～1982年,最早培训秘书的有西北建工学院、南京大学、山东大学、复旦大学上海分校、成都大学、江汉大学等,近十所高校.地理位置限于长江黄河之间,以北以南均无.以在职干部短训班的形式出现,由党政机关委托.1981年江苏盐城地区、南京大学、西北建工学院、成都大学等,最早编印教材内部使用.
