从国家教育战略层面提出高中多样化发展目标,是有其历史背景的。2014年,我国高中阶段教育毛入学率达到86.5%。然而,就在二十年前的1994年,我国高中阶段的毛入学率约为30%,高等教育毛入学率约为7%;再近一些,十年前的2004年高中阶段毛入学率约为45%,高等教育毛入学率约为17%。也就是说,在1994年甚至是2004年以前的很长一段时间里,高中确实只需承担为大学“输送合格人才”这一核心职能,千校一面在当时是一种合理的存在。最近二十年的头一个十年里,高中毛入学率净增长15个百分点;
There are historical backgrounds in proposing the diversification of senior high schools from the national educational strategic level. In 2014, the gross enrollment rate of high school education in our country reached 86.5%. However, just two decades ago in 1994, the gross enrollment rate in our high school was about 30% and the gross enrollment rate in higher education was about 7%. More recently, the gross enrollment rate in high school in 2004 ten years ago was about 45%, gross enrollment in higher education is about 17%. In other words, for a long time before 1994 or even before 2004, the high school did indeed only need to undertake the core function of “delivering qualified personnel” for the university, and the school was a reasonable one at that time. In the first decade of the recent two decades, the gross enrollment rate of high schools has increased by a net 15 percentage points.
