CEPA是为了促进内地与香港、澳门进一步提高经贸合作水平和层次,促进香港、澳门经济恢复和发展的重要经济举措,对于构筑大珠三角经济圈将产生较深远的影响。这种新的制度安排所释放出的政策效应,对于珠海而言,将在货物、服务贸易等多个领域内催生新的珠港澳合作的市场力量,从地方税收的角度出发,迫切需要探讨如何对在CEPA下进入国内市场的港澳经济体加强管理,同时作出积极有效的政策应对。
