“九五”国家重点科技攻关项目“国际集装箱运输电子信息传输和运作系统及示范工程(国际集装箱运输 EDI 系统及示范工程)”于1995年8月由国家计委正式批准立项(计科技[1995]1234号),要求在攻关开发国际集装箱运输 EDI 技术的同时,在上海、天津、青岛、宁波港以及中国运洋运输(集团)总公司建成具有互联性和分局管理功能的 EDI 服务中心,实现国际集装箱运输单证的电子数据交换。
