去年国务院提出推广街区制的政策一度引起了社会各界的广泛讨论,毋庸置疑,开放小区将有利于舒缓城市道路拥堵,更大程度利用城市土地,然而街区制的推广将涉及到公民私权和公共利益的平衡,包括物权问题、物业管理和环境等公共问题和行政领域问题,针对这些实际面临的问题,应当通过修订规划法、新老小区区别对待等方法缓解推广街区制目前面临的阻力。 Last year the State Council put forward the policy of promoting neighborhood system for a time aroused widespread discussion from all walks of life.
