虚拟运营商对于稳定我国通信市场竞争格局和推动移动通信的发展具有重要作用。虚拟运营商所获得的批发价格调整步伐滞后于基础运营商零售价格下降速度,导致虚拟运营商的运营成本较高,严重制约其发展。本文基于Bertrand模型分析基础运营商与虚拟运营商之间的定价博弈,双方在定价中会竞相降价,直至价格等于各自的边际成本。由于基础运营商具有维持较高批发价格的动机,因此必须强化监管。基于分析结论,本文提出了我国移动通信转售业务发展的有效策略:建立相应的法律法规,遏制企业不正当价格行为;运营商摈弃恶性价格竞争,树立理性经营观念;虚拟运营商创新进取,突破低价竞争的藩篱。
Virtual operators play an important role in stabilizing the competitive landscape of China’s communications market and promoting the development of mobile communications. The pace of wholesale price adjustment obtained by virtual operators lags behind the retail price declines of basic operators, resulting in higher operating costs for virtual operators and severely restricting their development. Based on the Bertrand model, this paper analyzes the pricing game between the basic operator and the virtual operator. Both parties will compete to reduce their prices in pricing until the price equals to their respective marginal cost. Because basic operators have incentives to maintain higher wholesale prices, regulation must be strengthened. Based on the conclusion of the analysis, this paper puts forward an effective strategy for the development of the resale business in China’s mobile communications: establishing corresponding laws and regulations to curb the unjust pricing behavior of the enterprises; operators abandoning the vicious price competition and establishing the concept of rational management; innovating and innovating the virtual operators Low-cost competition fence.
