实施主体功能区战略之后,区域协调发展的核心内涵应包括两个方面:一是区域之间居民生活水平差距缩小,二是区域之间居民享有的基本公共服务均等化。基于这一认识,本文构建了包括“居民生活水平”和“基本公共服务”两大方面、三个层级、共30项具体指标的区域协调发展评价指标体系。然后通过构建“发展协调度”指标,对京津冀各主体功能区之间的发展协调度进行了综合评价;并通过建立面板数据模型,分析了影响京津冀各主体功能区协调发展的制约因素。最后,基于本文的实证分析结果,结合各类主体功能区的空间功能和发展定位,给出了相应的政策建议。
After the implementation of the main functional zone strategy, the core connotation of regional coordinated development should include two aspects: First, the gap between the living standards of residents in different regions should be narrowed; secondly, the basic public services enjoyed by residents in different regions should be equalized. Based on this understanding, this paper constructs an index system of regional coordinated development evaluation which includes two aspects of “living standard” and “basic public service”, three levels and 30 specific indicators. Then, through the establishment of the index of “coordination degree of development”, a comprehensive evaluation of the coordination degree of development between the main functional areas in Beijing, Tianjin and Ji-Jin was conducted. Through the establishment of the panel data model, the paper analyzed the impact of the coordinated development of the main functional areas in Beijing- Constraints. Finally, based on the empirical results of this paper, the corresponding policy recommendations are given based on the spatial functions and development orientation of various functional areas.
