耆英是中国外交从封闭到开放、从传统到近代转变时期的封建官员,其夷务思想,带有明显的愚昧成分;其制夷方法,带有封建官僚的智术狡黠;其办理夷务的一个结果,是中国与各国签订了一系列不平等条约。但是在此期间的耆英,对西方国家的某些认识是较为清醒的,也曾提出过一些可贵的制夷思想。耆英虽算不上开明、进步的外交家,但却是一位力图重新认识夷人、探求制夷之策的“夷务”大员;虽然未必是一位真诚的爱国者、主战者,但亦决非如有些人所认为的那样,是一位可耻的卖国者、投降派。
