“十一五”以来,党中央、国务院坚持统筹城乡发展,出台了一系列强农惠农富农政策,农业农村发展取得了举世瞩目的巨大成就。农业综合开发作为农业农村经济工作的一个重要组成部分,也进入了一个快速发展的新时期。2006—2011年,全国投入农业综合开发中央财政补助项目的各类资金总额约为2469亿元。既有效地保证了农业综合开发项目顺利实施,使农业综合开发在原有良好基础上不断取得新的进展,有力地促进了农业综合生产能力提高和粮食稳定增产,促进了农业产业化经营和农民持续增收,同时也使农业综合开发在发展现代农业、建设社会主义新农村中的地位日益突出,在全面建设小康社会进程中的作用不断增强。
