问题提出1999年开始的高等学校扩招政策给广大的考生提供了进入大学深造的机会,也极大调动了社会办学的积极性。非985、211普通本科院校、民办本科院校在政策的鼓舞下进行了非常规的扩招,其中管理类专业的扩招比例名列前茅。各高校在为社会输送大量管理类毕业生的同时,用人单位却发现能为己所用的管理人才越来越难寻找,形成了“城外”管理类毕业生大量集聚、热闹非凡,“城内”能进行有效管理人才短缺的困局。这对高校的人才培养提出了新的要求,即复杂市场经济环境下
