1991年初,大庆油田安装公司运用系统论和控制论方法,提出对双增双节工作实行层次控制。即针对双增双节具有全过程、全方位这一内涵特征,根据项目法施工本身存在的层次不同职能不同的特点,以目标管理为主线,以综合运用现代管理方法为手段,实施对经营决策层(公司),中间管理层(科室及大队)和施工作业层(项目经理部及班组)进行分层次重点控制。
