通信质量服务大检查,实际上也是一次提高企业素质的全面性的整顿。大检查工作目前尚未结束,但是,它所反映出来的问题足以引起人们的深思。以通信质量管理为例,为什么这次检查中暴露出来的如此众多的问题,而我们平时所掌握的材料却是“质量不错”、“大为提高”、“已经进入先进行列”等等?为什么全省136个县级邮电局四、五月间表报上的总包和给据邮件延误差错为“零”,而实际上三分之二以上的企业出了差错?为什么今年同去年比较,贪污案件增加一倍,挪用公款次数增加23.6倍,而在质量登记统计中丝毫得不到反映?此外,诸如“丢村甩点”、“隐匿毁弃邮件,报刊”、“电话装不上,打不通”等直接影响用户效益的许多问题,在质量统计中也都得不到反映。可见,建立在上述登记统计基础上的质量管理,显然是不科学的,甚至是没有意义的。
