(一)“七五”期间我省防汛工作取得巨大成绩“七五”期间,我省各级防汛部门认真贯彻上级指示和“安全第一,常备不懈,以防为主,防重于抢”的方针,防汛工作取得了巨大成绩,为我省经济建设和社会稳定作出了积极贡献,据估算,“七五”期间减少灾害损失约15～18亿元。主要工作和经验有以下几个方面:——防汛工作实行地方政府行政首长负责制。遵照李鹏总理关于防汛工作的指示和《中华人民共和国河道管理条例》的有关文件精神,我省大力推行各级行政领导负责制,使我省防汛工作步入新阶段。
