近几年来,各地对征兵工作总的来说都比较重视,且较好地完成了任务。但不可否认,也存在着照顾关系、降低标准、以权谋私、弄虚作假等不正之风,致使一些不符合应征条件的青年进入部队,不同程度地影响了军队建设。这个问题,必须采取有效措施加以解决。 建立健全各种制度。各地要以国家《兵役法》、《征兵工作条例》以及其它有关法规政策为依据,针对预防、克服或纠正征兵不正之风的问题,结合实际,制定和完善领导责任制度,目标管理制度,县、乡、村“三级联审”制度,报名、体检、定兵“三公开”制度,举报信箱、举报电话制度等等,使征兵工作逐步走上法制化的轨道。
