一、国有商业改制步伐要加快 中共十五大把所有制的调整和完善,提到“进一步解放和发展生产力”、作为“经济体制改革的重要任务”和“经济发展战略”的高度。因为原来的所有制结构不合理,不符合我国社会主义初级阶段的国情,对生产力的发展起了羁绊作用。这是我们党根据国内外的实践,总结了以往在所有制问题上的经验教训,才制定:“以公有制为主体,多种所有制经济共同发展”作为社会主义初级阶段的基本经济制度。并针对人们的认识,对公有制的含义、公有制为主体的表现,作了深刻而全面的阐述。这是指导国有企业,包括国有商业企业改革、改制的纲领。
