2004年初,在我国珠三角地区特别是东莞等地发生用工短缺,近来,这一现象已波及到江浙沿海地区以及湖南、湖北等中部地区,“民工荒”的现象被业界、学者和有关部门所关注。本文分析了“民工荒”现象形成的主要原因:政府对“三农”问题的重视和系列政策的倾斜;民工劳动力价格长期严重扭曲以及企业对劳工权益的漠视。文章指出解决“民工荒”问题要从企业和政府两方面入手,企业要改变发展模式,提升人力资本在发展中的作用;政府需要从调整产业发展模式,进一步推动劳动密集型产业向内地迁移,全面改革和建构现行的社会管理体系等方面来应对
