市郊铁路的建设对于疏解非首都核心功能和推进京津冀协同发展具有很好的支撑作用,社会效益显著。本文从分析现有市郊铁路投融资组织架构方面的问题入手,结合市郊铁路项目自身特点提出以投资公司为主体的“1+N”统筹模式:通过投资公司和项目公司两级主体理顺项目投资、建设和运营的组织关系,同时强调土地综合开发在项目效益回补方面发挥的作用,部分替代原先以财政补贴为主的方式。
The construction of suburban railway has a good social support for solving the core non-capital functions and promoting the coordinated development of Beijing-Tianjin-Hebei. This paper starts with the analysis of the existing problems in the investment and financing structure of the suburban railway and puts forward the integrated planning mode of “1 + N” based on the characteristics of the suburban railway project, mainly through the investment company and the project company Project investment, construction and operation of the organizational relationship, while emphasizing the comprehensive development of land in the project benefits to cover the role of compensation, the partial replacement of the original financial subsidies based approach.
