近5、6年来,住宅市场不负众望,在政府和市场的双重作用下,成为十分现实有效的拉动国民经济发展的火车头。但是,在这个过程中,民众、政府透支现象十分严重,房地产开发商负债率过高,盈利能力远没有公众估计的那样高,民众按揭的负担过重,住宅市场价格虚高,加大了金融风险。当然还有一些其他方面的问题,如住宅市场占据房地产市场的比例过大,空置房越来越多,2003年底已达1.28亿平方米,特别是写字楼市场一直萎靡不振,都是严重威胁房地产市场健康发展的问题。
