一本学报,无论其学术质量,还是编校出版质量,总是以整体的面目出现而为读者接受的,而编辑工作的性质,决定了学报整体又是由分头独立完成的各个部分组成的。完成部分工作的编辑个体对质量要求的理解或把握总是参差不齐的。所以,主编的整体把关作用就成了客观需要,主编把关整体质量的作为可从如下方面得以体现。 大学学报的质量是一种综合体现,有政治要求、有学术质量、有编校质量,也有出版印刷质量。除政治要求外,主编必须结合本刊的实际情况来制订学术、编校、出版等质量目标。如根据国家科委关于《科技期刊学术类评估标准》,刊出论文属国家和省、部级基金资助项目的比例要求,优秀为超过40%,相当一部分大学学报做不到。即使一些知名度较高的学校,若学报的综合影响没有上来,短期也难于达到这一目标。若一味追求,势必事与愿违。结果是一般稿件吓跑了,重点稿件又吸引不住。1995年全国高校自然科学学报评比颁奖会上,不少大学代表感叹好稿件留不住,其中不乏这类原因。任何事物的发展都有一个过程。写一般稿件的作者,经过科研工作的起步、研究深入,也会争取到基金的资助,也会创作出高质量的稿件。主编的学术质量目标必须注意涵养稿源。又如在编校质量中执行科学规范达标,也绝不是一朝一夕可以解决的,除?
