2010年2月,人力资源和社会保障部、教育部、卫生部三部门联合下发了《关于进一步规范入学和就业体检项目维护乙肝表面抗原携带者入学和就业权利的通知》(简称12号文件);今年3月9日,三部门再次联合发出了《关于切实贯彻就业体检中乙肝项目检测规定的通知》。事实上,之前的《就业促进法》等国家已颁布的法律法规中多次涉及反乙肝歧视的内容,但在实际操作中却仍遇到重重困难。温总理在政府工作报告中说,为全体劳动者创造公平的就业机会。乙肝歧视尤其是隐性歧视的存在,挑战着就业公平,是全社会不得不关注的话题……
