加强公民道德建设应当提高到以德治国和依法治国相结合的高度去理解。不论中西还是古今治国莫过于两种手段或方法,那就是法制和德治也就是依法治国和以德治国,而且二者有着密切的联系。加强公民道德建设是实施以德治国的重要决策,同时应看到加强公民道德建设与坚持依法治国之间既相互区别又相互联系。本文拟在讨论道德建设与依法治国之间的联系与区别,以此说明加强公民道德建设与贯彻依法治国并行不悖、相辅相成,在加强道德建设的同时,加强法制,夯实道德建设的基础。
To strengthen the building of civic morality should be enhanced to a high level of understanding that governing the country by virtue and combining the rule of law with the rule of law. Both Chinese and Western countries are still two ways or means of governing the country in ancient and modern times. That is, the rule of law and the rule of virtue are just the rule of law and the rule of virtue, and the two are closely linked. Strengthening citizen’s moral construction is an important decision-making to implement the policy of ruling the country by virtue. At the same time, we should see that there is mutual distinction and connection between strengthening moral construction of citizens and governing the country according to law. This article intends to discuss the relationship between moral construction and the rule of law, so as to illustrate the strengthening of moral construction and the implementation of the principle of governing the country go hand in hand, complement each other. While strengthening moral construction, strengthening the legal system and tamping the foundation of moral construction.
