近两年来,优先发展过境运输业已经成为哈国经济发展战略中的一个重要方向。作为地处亚欧大陆中心的内陆国家,哈国的铁路和公路运输网,对亚洲通往欧洲的陆路运输通道具有十分重要的战略意义。在上世纪90年代初,从中国东部连云港经中哈两国铁路干线并通过俄罗斯等国家的铁路连接荷兰鹿特丹港的亚欧大陆桥全线贯通后,哈国境内的陆路运输干线也显得越来越重要,也促使哈国政府及相关人士更加深刻地思考,如何发挥这一优势,把过境运输业作为本国的优势产业来发展,并使哈国真正成为亚欧大陆中的一个具有中心地位的“过境国家”。
