从明确法律地位到行政主管部门出台落实意见,安全监理工作在曲折中缓慢前进。当前,工程监理单位应当积极研究“把法律具体化为可以指导工作实践的照着做就行的流程化的文件”。这里按照GB/T19001-2008《质量管理体系要求》关于“过程方法”的基本思想,提出一个安全监理过程控制体系的基本框架。工程监理单位应通过建立实施和持续改进安全监理过程控制体系确保安全监理顺利有效实施。
