党的十七届四中全会《决定》指出:统筹城乡基层党建工作,促进以城带乡、资源共享、优势互补、协调发展。这是基层党建工作贯彻落实科学发展观、推动经济社会快速发展中实现自身发展的重大命题。为有效解决基层党组织组建难、选人难、责任落实难和发挥作用难等方面的问题,须有效整合人力、物力和信息资源,拓宽基层党建的视野和空间,积极探索城乡党建资源整合的多种途径和方式,构建城乡统筹基层党建新格局。
