In July 2008, the People’s Group of Zhangwo Village, Hengjiang Town, Yibin County refused to accept the “Opinion on the Reexamination of the Letters and Visits from the People’s Group of Zhangwo Village in Hengjiang Town” of Yibin County People’s Government and submitted a review application to Yibin Municipal People’s Government. I was fortunate enough to participate in the whole process of supervision and mediation of the petition cases. Mediation through the case, could not help but cause the author’s reflection. I.
