各区、县人民政府,市府直属各单位:为了贯彻执行《中华人民共和国全民所有制工业企业法》推进企业改革,进一步搞活企业,针对最近开展增强企业活力大检查中反映出来的问题,作如下规定:一、完善和发展承包经营责任制实行承包经营责任制,是实行企业所有权与经营权分离的有效形式。尚未承包的企业,主管部门要负责做好协调工作,尽快宴行承包。已承包的企业,要坚决贯彻执行《全民所有制工业企业承包经营责任制哲行条例》,使承包逐步规范化。在实行承包中,由企业主管部门负责,积极引入竞争机制。对下列四类企业,即:不愿 In order to implement the “Law of the People’s Republic of China on Industrial Enterprises Under the People’s Republic of China”, all districts and counties’ people’s governments and municipalities directly under the Central Government should promote enterprise reform and further invigorate enterprises. The contracted enterprises must resolutely implement the “Regulations on the Contract and Management Responsibility System for Industrial Enterprises under the Ownership System” so as to gradually standardize the contracting. In carrying out the contract, the competent department of the enterprise is responsible for actively introducing a competition mechanism. The following four types of enterprises, namely: do not want
