1937年11月国民党军队西撤,上海租界成为被沦陷区包围的“孤岛”。此后,在上海公开的抗日活动因而受到限制。中共上海地下党组织考虑到保险公司与各行各业的联系相当广泛,通过保险公司的业务活动,又可与各行各业中的中上层人士发生和保持经常的联系,有利于开展党的抗日民族统一战线工作,还可利用保险公司这一组织,掩护地下党员和党组织的秘密活动。因此,中共上海地下党利用保险业与各业联系广泛的这一特点,积极开展了一些保险活动,不仅有利于开展党的抗日民族统一战线工作,而且还有利于推动上海华资保险业的发展。其中中共上海地下党员谢寿天同志发挥了重要作用。
