■从现实情况看，相当一部分地方政府管理及运行方式，至今仍滞留着很强的计划经济色彩，不少管理者的身子已进入了市场经济，而脑袋却还停留在计划经济体制中，在这一思维惯性下的政府公共管理模式，已难以适应信息化社会的技术环境和公众的多元化需求，其来自于上述双重的压力和挑战，已越来越演化为传统政府公共管理模式的惯性危机。■以提高党的执政能力为重点，全面推进党的思想、组织、作风和制度建设，这是我们党积极、主动、勇敢地迎接新考验、新挑战作出的重大战略部署。它表明党对执政规律的认识正在达到新的高度，体现党对新的历史方位和历史使命的清醒认识、科学判断和高度自觉，是党走向成熟的重要标志。
■ From reality, a considerable part of the management and operation of local government still retains a strong planned economy. Many managers have entered the market economy, but their minds remain in the planned economy. The government’s public management mode under the inertia of thinking has been hard to adapt to the technical environment of information society and the diversified needs of the public. It comes from the above two pressures and challenges, and has evolved into the inertia of the traditional government’s public management mode crisis. ■ Focusing on improving the party’s ability to govern, comprehensively promoting the party’s ideology, organization, work style and system construction is a major strategic arrangement made by our party in a positive, proactive and brave manner to meet the new test and new challenges. It shows that the party’s understanding of the law of governance is reaching new heights, embodies the party’s sober understanding of the new historical position and historical mission, its scientific judgment and its high degree of self-awareness, and is an important symbol of the party’s maturity.
